What a Partnership Signing Should Lead To
A useful partnership record follows the work from agreement to the point where people can use the result.
A signing gives a partnership a visible starting point. What follows determines whether the agreement becomes useful to the people it is meant to serve.

A clear account of delivery can use the same simple discipline: describe the scope, identify the responsibility and show what has changed.
Define the first useful result
A delivery team should be able to name the first task a user will be able to complete. That keeps discussion close to the service. It also helps identify the information, integration and support the task requires.
A broad ambition can contain several projects. Separating them makes their progress easier to understand. A completed technical connection, a pilot with users and a generally available service are distinct milestones.
Record the decisions that affect users
The delivery process will settle questions about participation, service terms, access and support. A useful record identifies which decisions have been made and when the resulting instructions take effect.
It should also describe significant changes. If testing reveals that a step is confusing, the next update can explain what was changed and what the team will check again. That makes learning visible without claiming a result before it has been measured.
Let the people using it help assess it
A demonstration shows what a system can do under the conditions of that demonstration. A pilot adds the experience of people using it for their own tasks. Both have a place in the record.
Feedback should be gathered with the user’s consent and enough context to be meaningful. A specific account of an obstacle is often more useful than a general expression of satisfaction. It tells the team where to focus the next improvement.
Publish the next milestone
A short progress update can cover the scope completed, what is being tested and what comes next. Each statement should identify its basis and date. If a stage has not yet been documented publicly, the project page can keep its last evidenced status.
That approach gives a signing photograph a useful sequel. Readers can follow the agreement into the service and understand how the work is developing over time.
